Manhunt after first Boston suspect dies

ONE of two suspects in the Boston Marathon bombing is dead and a massive manhunt is underway for another, US authorities said early Friday.

Residents of Watertown, a suburb just outside Boston, have been advised to keep their doors locked and not let anyone in.

The Middlesex district attorney said the two men are suspected of killing a Massachusetts Institute of Technology police officer on campus late Thursday, then stealing a car at gunpoint and later releasing its driver unharmed.

Hours earlier, police had released photos of the marathon bombing suspects and asked for the public's help finding them.

Authorities say the suspects threw explosives from the car as police followed it into Watertown.

The suspects and police exchanged gunfire, and one of the suspects was critically injured and later died while the other escaped.

"We believe this to be a terrorist," Boston police Commissioner Ed Davis said.

"We believe this to be a man who came here to kill people."

The FBI said it is working with local authorities to determine what happened.

The MIT shooting on the Cambridge campus Thursday night was followed by reports of gunfire and explosions in Watertown, about 16km west of Boston.

The MIT officer had been responding to report of a disturbance Thursday night when he was shot multiple times, according to a statement from the Middlesex district attorney's office and Cambridge police. It said there were no other victims.

In Watertown, witnesses reported hearing multiple gunshots and explosions at about 1am local time on Friday.

Dozens of police officers and FBI agents were in the neighbourhood and a helicopter circled overhead.

State police spokesman David Procopio said, "The incident in Watertown did involve what we believe to be explosive devices possibly, potentially, being used against the police officers."

Woman drowns on Qld's Sunshine Coast

A ROCK climbing accident on Queensland's Sunshine Coast has claimed the life of a woman, with fears a second person may also be missing.

The woman drowned at Granite Bay near Noosa National Park.

Lifeguards from Noosa Heads and emergency services were called after reports two rock climbers were in trouble in the ocean after falling from cliffs at the isolated bay around 2.30pm (AEST) on Friday.

Police say the woman's body was recovered from the water and a large search involving helicopters, water police and life savers was launched after reports someone else had been seen in the water.

However, by the time darkness had fallen no sign had been found of another person.

ACT signs up for full NDIS rollout

THE ACT government has reached a deal with the commonwealth for the full rollout of the National Disability Insurance Scheme.

Chief Minister Katy Gallagher and Prime Minister Julia Gillard signed an agreement in Canberra on Friday.

The ACT will be the first to achieve a full rollout, from 2016-17.

"The agreement reached today provides certainty to all those living with a disability and to those who care for them," Ms Gallagher said.

No monetary figures have been released.

On Thursday, South Australia and the commonwealth also reached a deal, for a full rollout from 2018/19.

The federal government will provide $760 million to SA, which will in turn contribute $723 million.

Last December, the federal and NSW governments agreed to spend $3 billion apiece for the longer-term support of disability care from 2018/19.

The NDIS, now known as DisabilityCare Australia, will cover 5000 people in the ACT when fully operational.

By 2019/20 the ACT government will chip in $167 million, while the federal government will provide $175 million.

The federal government will cover the cost of people who turn 65 and choose to stay in the NDIS rather than transition to the aged care system.

Prime Minister Julia Gillard said her government would continue talks with other states for the full rollout of the NDIS.

The NDIS, now known as DisabilityCare Australia, will cover 5000 people in the ACT when fully operational.

By 2019/20 the ACT government will chip in $167 million, while the federal government will provide $175 million.

France confirms release of hostages

FRANCE has confirmed that seven members of a French family who were kidnapped in Cameroon in February have been released and are in good health.

The president's office said Foreign Minister Laurent Fabius had immediately left for Cameroon to greet the family, which includes four young children.

"They are all healthy and have gone back to Yaounde (Cameroon capital)," it said, shortly after Cameroonian President Paul Biya announced that the family had been "handed over last night" to authorities in the country.

"I spoke to the family on the phone. They are extremely happy and in good shape," Fabius said, adding the hostages were freed overnight on Thursday to Friday "in an area between Nigeria and Cameroon."

The family - a couple, their children aged five, eight, 10 and 12 and an uncle - were snatched near a national park in Cameroon by six gunmen on February 19 and taken into neighbouring Nigeria.

They were held there by Islamist sect Boko Haram - which is blamed for killing hundreds of people in an insurgency in northern Nigeria since 2009 - just as France was engaged in a military offensive against Islamists in Mali.

A person close to the released family, who refused to be named, burst out in joy on the phone to AFP.

"They're free, they're free at last! It's amazing, after two months of never-ending waiting," the person said.

Boston bombs packed in 'pressure cookers'

US investigators have told how two suspected pressure cooker bombs sprayed nails and metal pellets into Boston marathon crowds, killing three people and injuring more than 180.

But with no claim of responsibility made and police not committing to blaming foreign or domestic militants, Boston harboured widespread questions about the perpetrators as the city and the nation paid tribute to the dead.

US President Barack Obama condemned Monday's attack at the marathon finish line as "an act of terror". He will attend a special service for the victims in Boston on Thursday.

US authorities threw virtually every investigation agency into the hunt with more than 1000 officers working in Boston alone, said Rick DesLauriers, head of the FBI's Boston office.

"This will be a worldwide investigation," DesLauriers told reporters. "We will go to the ends of the Earth to identify the subject or subjects responsible for this despicable crime," he added.

DesLauriers said fragments of suspected pressure cookers used to pack the bomb had been found and were being put together by experts. He added that metal pellets and nails had also been recovered.

Similar easy-to-make devices are used as roadside bombs in Iraq and Afghanistan.

Shreds of black nylon bags believed to have been used to carry the bombs were also found, the agent said, adding that "the range of suspects and motives remains wide open".

Two US officials said so far there was no indication that al-Qaeda or other foreign extremist organisations were behind the attack, but they added the investigation was still at an early stage.

"It's too early to draw any conclusions," one US official, who spoke on condition of anonymity, told AFP.

Doctors, who carried out at least 13 amputations, some at the scene, gave details of the bomb impact.

"These bombs contained small metallic fragments more consistent with pellets and other small pieces of metal, but also spiked points that resembled nails without heads," said George Velmahos, head of emergency medicine at Massachusetts General Hospital.

The two bombs, which exploded 13 seconds and about 100 metres apart, sprayed the shrapnel into the crowd of thousands of people lining Boylston Street to watch the runners cross the finish line.

Three people were killed and at least 180 injured, according to the latest toll. Some 17 people were in critical condition. The dead and injured were aged between two and 71 and included nine children.

Among the dead was eight-year-old Martin Richard, who was watching the marathon with his family. His mother suffered a grievous brain injury and his sister lost a leg.

A Chinese woman who was a graduate student at Boston University also died, the university and the Chinese consulate in New York confirmed. However, at the request of her family, her name was not released.

The third fatality was named as Krystle Campbell, a 29-year-old restaurant manager from Massachusetts.

A candle-lit vigil for Richard drew 1000 people to a park near the family home in the Boston suburb of Dorchester. Hundreds attended another vigil in central Boston and a church service near the scene of the bomb blasts.

Most of the 23,000 runners in the 42-kilometre race had finished when the bombs went off.

Boston relived the horror in the many videos taken with telephone cameras that investigators also pored over in the hunt. Police appealed for the public to send in pictures or videos.

Armed National Guard troops and police patrolled Boston airport, commuter trains and buses and authorities warned that tight security would last several days, particularly as Obama was to be in the city on Thursday.

"There were no intelligence warnings that we know of," said representative Peter King, a member of the House Intelligence Committee, who highlighted that it was not known whether foreign or domestic attackers planted the bombs.

The national flag over the White House was lowered to half-mast and the New York Stock Exchange held a minute of silence before trading started.

WA man jailed for trying to kill landlady

A PERTH man who admitted to trying to kill his former landlady by tying her to a bed and setting her home on fire has been sentenced to almost 15 years in jail.

Anto Prawira Bintan, 33, was due to stand trial for attempting to kill Cui Ling Tao at her Cannington home on December 21, 2011, but changed his plea to guilty in February before the jury was sworn in.

The Indonesian-born Australian citizen broke down and begged for forgiveness when he confessed to beating, tasering and sedating Ms Tao, tying her to a bed with a blanket over her head, and dousing her with accelerant before starting fires in the unit, where he had been a boarder.

In handing down the sentence on Wednesday, Supreme Court Justice Ralph Simmonds said Bintan would have succeeded in killing Ms Tao had he not closed her bedroom door before he left.

A neighbour who noticed smoke coming from the unit largely put the fire out after calling authorities, but Ms Tao suffered burns to 60 per cent of her body.

Justice Simmonds said Ms Tao was still suffering enormously, as were her family, as she recovered from the attack, which had occurred over several hours.

She would have to wear a pressure suit for at least the next two years and was significantly scarred.

Four of her fingers had to be amputated and she was suffering substantially psychologically.

Ms Tao's mother wept outside court, saying the sentence was too short.

Bintan's defence lawyer said his client had never provided a reason for committing the offences but had repeatedly apologised.

Justice Simmonds noted Bintan's remorse only came after a period of time.

He sentenced Bintan to 14 years and 11 months, of which he must serve 12 years and 11 months before being considered for parole.

His sentence is backdated to December 30, 2011, when he was taken into custody.

Fox pulls Family Guy episode on bomb hoax

FOX has pulled a recent episode of the animated series Family Guy after unrelated clips were edited together to depict the fatal attacks on the Boston marathon and circulated online.

Fox spokeswoman Gaude Paez said on Tuesday the episode, entitled Turban Cowboy and broadcast last month, has been removed from Fox.com and Hulu.com. The company said it has no plans to re-air the episode on television.

The real episode Peter Griffin becoming a Muslim and discovering he is part of a terrorist plot to blow up a bridge, according to the IMDb industry website.

An internet mash-up depicts two unrelated scenes from the episode and edits them together in a way that led some people to claim it "predicted" the bombs that exploded at the finish line of the Boston Marathon, killing three people and wounding 176.

In one scene, Peter Griffin is seen telling sports announcer Bob Costas about how he drunkenly mowed runners down with his car to win the Boston Marathon.

"I'll tell ya, Bob, I just got in my car and drove it," Griffin says. "And when there was a guy in my way, I killed him."

Later in an unconnected storyline, Peter befriends a terrorist who gives him a mobile phone, which he uses and accidentally detonates a bomb.

The internet mash-up edited the two unrelated scenes together to make it look like the explosions happened at the marathon.

On Tuesday, Family Guy creator Seth MacFarlane blasted the video on Twitter.

"The edited Family Guy clip currently circulating is abhorrent. The event was a crime and a tragedy, and my thoughts are with the victims," MacFarlane said on his Twitter feed.

Fox spokeswoman Paez said that network officials were working with YouTube to take down the edited clips.
